Plans and schedules helicopters in support of all offshore operations, including JV
Companies, by assessing, calculating and assigning loads, capacity, operational
priorities, and route economy.
Controls all supply and support craft to achieve an efficient and cost-effective service.
This involves regular liaison, negotiation and agreement to resolve conflicting
operational support requirements with the various user Departments and external JV
Companies.
Liaises with cross-functional teams, including engineering, production and drilling focal
points and Gulf Helicopter company Coordinators. Resolve operational disruption such
as booking and passengers issue through proactive communication and contingency
planning.
Maintaining accurate records of flight schedules, bookings, no show, unmanned
landing report and unserviceable helicopters. Aliening all cost report with DAWINCI
system.
Resolves conflicts in passenger and cargo bookings to offshore locations using
computer based logistics systems such as overbooked flights and payload issues,
liaising and coordinating new departure schedules between the booking personnel of
each company and the heliport that will ultimately meet the requirements of each
company, and to ensure that at no single time more than one logistics activity is
operating at any offshore location (e.g. cargo offloading during helicopter landing).
Arranging for approval and issuance of safety certificate waivers in accordance with
published guidelines as appropriate.
Abstracts and collates information from offshore locations and GHC Heliport on behalf
of Qatar Armed Forces aircraft, including producing daily status reports for the military
and organization of fuelling, landing, routing through rig protected zones, and using
that knowledge to conduct critical safety deconfliction for military assets with QP/JV’s
own logistics assets, based upon an assessment of the operational information
provided from the military against the scheduled movements of the day.
Acts as ‘Super-User’ for the bespoke cloud-based logistics IT systems which are
national systems critical to daily management of offshore platforms. Receives calls
from users and fixes any technical issues encountered or grants new access to the
system upon confirming approval with the company’s authorized signatory.
Ensures in conjunction with other involved parties that the total capacity of each
offshore facility is never exceeded due excess of personnel.
Activates the Emergency Response Plan in the case of any emergency situation
relating to helicopter or vessel activity, including quarantining related data and
manifests, contacting JV shareholder representatives and coordinating safe return to
base of other assets during an emergency situation.
Decision Making Authority
A high degree of independence, which requires a mature judgement and high level of
responsibility to assess a significant number of inputs about operational requirements,
environmental factors, and logistics assets capabilities which will often be in conflict and
make informed and sound decisions to resolve the inputs into an executable plan. This
involves multiple oil companies, government agencies and QP’s own assets. Able to work
with little or no direct supervision. This includes covering duty shifts and standby.
The job has considerable operational independence, referring only major technical and
procedural problems to Head, Joint Operations. Keeps Head, Joint Operations aware of
work progress.
Context / Special Features / Challenges
A high degree of problem solving between multiple stakeholders in time critical conditions.
Accountable for ensuring helicopters availability, that schedules are so designed and
observed, that all passengers, materials, bulk supplies, water and other provisions are
delivered on time to the appropriate locations, and for reporting and tracking these activities.
As a joint operation, this is accountable to all JVs companies and represents the whole
offshore oil and gas operation in the State of Qatar.
Ensure that all external financial charges are covered by completing the required
documentation and forwarding to the concerned sections.
Qualifications / Knowledge / Skills / Experience
Batchelor’s Degree in a related field of sturdy.
5 years’ experience in programming of helicopters or similar operation within the oil and
gas industry.
Fluent (level 6) in English both Verbal and Written
Strong demonstrated understanding of safety risk associated with personnel and cargo
movement
Team player showing individual initiative, responsibility and integrity.
Well organized with specific planning skills.
Strong analytical skills.
A knowledge of Helicopter and Support operations and procedures
To be competent with Windows MS word and Excel programs.
